The RNLA C2 Support Centre.

Mission of the C2SC

The RNLA C2SC is the software development and management house of the RNLA for tactical C2-systems. This is reflected in its mission-statement:

“The Command and Control Support Centre digitises the battlefield for Commanders in an innovative and controlled way.”

The RNLA has chosen for in-house development, production and management of C2- systems and not just to leave that to industry. This ensures that the RNLA remains in the driving-seat during the development and production phase of C2-systems. Quick adaptation to changing user requirements and changing budgets is possible without strenuous, and often costly, negotiations with industry. To ensure that state of the art technology is incorporated in the products and to take advantage of the knowledge, experience and developments in the civil world, civilian contractors are hired and COTS products are used to the extend possible.

Ambition of the C2SC

The Minister of Defence of The Netherlands decided in June 2001 that The Netherlands should play a leading role in Europe in the field of C3I. The RNLA C2SC should contribute to this European initiative with the development of a, common, European C3I-architecture, the development of new C2 supporting systems and with training and implementation support. Based on the success of the unique business model and the products of the C2SC, interest from several other nations and NATO was raised. As a result, the Netherlands has offered a Centre of Excellence for C2 Support to NATO. This joint and combined C2 COE will be a platform to ‘network’ and to exchange knowledge and lessons learned on C2 in order to improve interoperability.

This initiative was offered to the EU as part of the Dutch contribution to the European Strategic Defence Initiative (ESDI).
